Facebook tests $1 fee for messages to non-friends

SAN FRANCISCO (AP) ? Facebook says it is testing a service that will charge users $1 to guarantee that messages they send to people they are not connected to arrive in users' inboxes, rather than in an often-ignored folder called "other."

Launched in 2011, the "other" folder is where Facebook routes messages it deems less relevant. Not quite spam, these include messages from people you most likely don't know, based on Facebook's reading of your social connections. Many users ignore this folder.

Now, users will be able to pay $1 to route their messages to non-friends. Facebook said Thursday that it is testing the service with a small percentage of individuals ? not businesses ? in the U.S.

"For example, if you want to send a message to someone you heard speak at an event but are not friends with, or if you want to message someone about a job opportunity, you can use this feature to reach their Inbox," Facebook said in an online post. "For the receiver, this test allows them to hear from people who have an important message to send them."

The company says charging for messages could help discourage spammers.

In October, Facebook unveiled another feature that lets users pay if they want more people to read their updates. For $7, users can promote a post to their friends, just as advertisers do.

NRA returns to public debate, to meet with media

WASHINGTON (AP) ? One week after the mass shootings that killed 26 people at a Connecticut elementary school ? 20 of them children ? the nation's largest gun-rights lobby is returning to the spotlight as Congress prepares to consider tighter restrictions on firearms in the new year.

The 4.3 million-member National Rifle Association largely disappeared from public debate after the shootings in Newtown, Conn., choosing atypical silence as a strategy as the nation sought answers after the rampage. The NRA took down its Facebook page and kept silent on Twitter.

Unlike its actions in the wake of other mass shootings, the group did not put out a statement of condolence for the victims while simultaneously defending the rights of gun owners.

That strategy, however, is set to change, starting with a news conference Friday.

In the lead-up, the group re-activated its Facebook account ? it has 1.7 million members ? and its Twitter feed now warns supporters that "President Obama supports gun control measures, including reinstating an assault weapons ban." The group also announced that its top lobbyist, Wayne LaPierre, planned to appear Sunday on NBC's "Meet the Press" program.

It's an about-face from the group that ignored requests for comment and shunned media attention for four days following last week's shootings.

"The National Rifle Association of America is made up of 4 million moms and dads, sons and daughters and we were shocked, saddened and heartbroken by the news of the horrific and senseless murders in Newtown," the group said in its first public statement since the shootings, released Tuesday. "Out of respect for the families, and as a matter of common decency, we have given time for mourning, prayer and a full investigation of the facts before commenting."

The group also promised "meaningful contributions to help make sure this never happens again" and announced plans for Friday's news conference on what is, in reality, the last real work day before Washington scatters for the long Christmas holiday.

Since the slayings, President Barack Obama has demanded "real action, right now" against U.S. gun violence and called on the NRA to join the effort. Moving quickly after several congressional gun-rights supporters said they would consider new legislation to control firearms, the president said this week he wants proposals on reducing gun violence that he can take to Congress by January.

Obama has already asked Congress to reinstate an assault weapons ban that expired in 2004 and pass legislation that would end a provision that allows people to purchase firearms from private parties without a background check. Obama also has indicated that he wants Congress to pursue the possibility of limiting high-capacity magazines.

School shootings: What we know and what we can do

Dec. 19, 2012 ? A new article explores what we have learned about these tragic incidents, and what can be done to prevent them.

Since the early 1970s school shootings at American elementary, secondary and higher education institutions have been a painful reality for American society. After each incident -- like the recent attack in Newtown, CT -- there is voluminous dialogue about what can be done to prevent the next, such tragedy. But can anything realistically be done to prevent these horrific crimes? A new article? by Dr. Daniel J. Flannery at Case Western Reserve University, and colleagues, scheduled to appear in the January issue of Springer's Current Psychiatry Reports, attempts to parse out what we have learned from past events, and what we can do about stopping the next attack.

The article conducts a thorough examination of past studies on the topic, focusing primarily on "targeted" and "rampage," or "spree," shootings. Targeted shootings are those where there is a specific target, individual group or institution, and rampage or spree shootings are those that involve multiple victims, either known or unknown to the assailant. What the article finds is that, while there are some characteristics shared by past shooters -- narcissism, depression, low self esteem and a fascination with violence -- there are not enough similarities to develop any distinctive profile of a potential shooter.

The authors conclude that the most effective way of trying to prevent these tragedies is through threat assessment, which requires fundamental testing of such traits as: suicide risk, homicide risk, thought processes, reality testing, mood and behavior as well as relevant social and developmental histories. Also helpful is to pay particular attention to any obsession with firearms or violence, and the presence of writings or drawings with violent themes. While this may seem obvious, unfortunately, the resources available to mental health workers in schools do not sufficiently provide for these assessments. The authors also conclude that mental health workers and adults must be socialized to take threats of interpersonal violence seriously, as they have been with threats of suicide.

Finally, Flannery and colleagues urge for a renewed focus on treatment for the victims of such crimes. Usually most of the focus in the aftermath of such events lies in trying to come up with a reason why someone would perpetrate such a crime, or in other words, trying to make some sort of sense out of these tragedies. While this is understandable, considerable care must be given to ensure that the victims of these crimes receive the mental health treatment they require.

"School shootings are not all the same and may require different approaches to prevention and treatment, especially with respect to identifying risk factors at the individual, school or community levels, and particularly with regard to examining the role that mental health issues may play to increase risk for perpetration," the authors conclude. "Community mental health providers and professionals, particularly psychiatrists, are essential partners and must continue to seek avenues for working with schools to conduct thorough threat assessments, to identify young persons with significant mental health needs and to develop protocols for identification, prevention, and treatment that will effectively support the social and emotional needs of our most vulnerable youth and communities."

The far smaller initial amount is one of a number of Republican amendments aimed at cutting projects from a bill that they see as a "slush fund" loaded with questionable requests for spending on unrelated programs and big infrastructure.

Senator?Daniel Coats?of?Indiana?said his plan for $23.8 billion in initial funding would provide sufficient money for immediate needs through March 27, for work such as debris cleanup, repairing damaged equipment, rebuilding destroyed homes and businesses.

"It seems to me the most logical, responsible way to move forward is to identify the immediate needs and provide the immediate funding to meet those needs," said Coats, a member of the?Senate Appropriations Committee.

He said longer-term needs could be considered next year, as?Congress?works on approving new money to keep government agencies and programs funded after a stopgap measure runs out on March 27.

Senate?Democrats are trying to push through President Barack Obama's full $60.4 billion Sandy disaster aid request before the end of the year.
